By default, WordPress will open links in the current tab of a web browser. To open a link in a new window, there’s an extra step involved.
After creating a link in the Gutenberg editor, click the link again. A little window will appear next to the link in question. Click the pencil icon to open the link’s settings.

If the Advanced tab is minimized, click it to open the options.
From here, you can check the boxes to open in a new tab, make the link a nofollow, or mark it as sponsored content. Click the first checkbox to make the link open in a new tab.

Now, the link will open in a new tab when clicked or tapped.
Some plugins will add new options to the Advanced tab of the link editor. But by default, you should only have the three listed above.
